After reviewing the situation and hearing HanDuo's side of the story, 
I have decided to downgrade his punishment from a Banishment to a Warning.

I know this is most likely highly unorthodox, however, he seems to be a 
newer Spark. It also appears that my original assumption, that he was trying 
to get Enuff's attention, was correct, and that the intent of HanDuo does 
not warrant the full punishment as defined in the Sleephunting Law.

Description of Crime: 
As I was passing by the Temple of Choosing, I noticed HanDuo bashing on 
Enuff. I assumed he was simply trying to get his attention, so I left to 
check on something.

When I returned, I noticed HanDuo was still bashing on Enuff. I then started 
the Sleephunting Protocol and found that HanDuo was indeed sleephunting. 
I then banished him.

Witnesses: None
Evidence: Memories, Legilimancy.
Officials Present: Myself.
