My review of Guard Watts has concluded.  Aisling has not been seen since the 
incident or responded to Ranger Yukii's initial contact.  The action was 
clearly unfounded and other testimony was supplied that made it clear it was 
malicious.  I hereby order a removal from office, 1 Deoch Exile, and 3 Deoch 
Barment.

Secondly, Watts illegally took office via an invalid exam from Guard Foose.  
I am hereby also placing him on Probation, as per failing to complete a 
valid guard exam within the first moon of taking office.  Probation as per 
Mileth Law will carry over to his next term in office in Mileth.

Criminal Code citated below.

I am hereby opening a formal review of Guard Watts.  Rangers have already 
been notified to Guard Watts actions, which was the illegal banishment of 
Rosyla while she was sharing memories (live streaming).  No report has been 
filed and Guard Watts has not responded to Ranger Yukii's summons requarding 
the illegal banishment.

Ranger Yukii has already performed the unbanishment of Rosyla and ssent in a 
ticket to the mundanes.  I have begun an investigation of Guard Watt's guard 
exam and will pursue further action if needed.

A. Abuse of Power

Any of the following actions constitute abuse of power:

i. Maliciously performing a demotion, removal from office, banishment, exile 
or barment without a valid warrant or basis in law, or pardoning an aisling 
who has not served their full defined punishment and/or without a valid 
order or basis in law.

Ii. Maliciously adding or removing any law to/from the law board without 
following legislative procedures.

iii. Maliciously deleting another's post from a non-official board.

The officer's superior may investigate and determine whether the act(s) were 
malicious or accidental.
