''[[claw:| <<< Classical Mileth Law ]]'' \\ ===== Guard Conduct Manual, part 4 ===== 4) Warning Theory The object of warning is to insure the aisling breaking the law understands the law.    It is better to make them as friendly as possible in cases where you believe the aisling does not know the law.    Refer them to the pertinent law; explain it if necessary.    Most are more prone to obey the law if they understand it. When issuing a warning, state the name and the offense so the warning is clear.    Explain, if you believe the aisling might not understand the law. If you are sure the aisling does know and understand (as in the case of high-insight aislings), make the warning terse and to the point, and waste no time with warnings beyond the number required by law.    Many aislings play the "you have to warn me three times" game with guards.    Current law requires no more than two warnings ever.    Do not allow these to continue breaking the law multiple times after a warning before banishing them.    Consult Punishment Law for details. 5) Jurisdiction Mileth Law holds direct jurisdiction over all in Mileth Township, the Mileth Crypt and the Eastern Woodlands. Rucesion Law holds jurisdiction over all in Rucesion and Dubhaim Castle. All other areas are considered neutral.    In neutral areas Mileth Law applies to citizens of Mileth whether as victim or criminal.    It also applies to citizens of no state. Thus Mileth guards may prosecute Mileth citizens or citizen of no land anywhere except in Rucesion territory.    Mileth guards may also prosecute Rucesion citizens who victimize Mileth citizens anywhere except in Rucesion territory. The only situation outside Rucesion where Mileth does not apply is where both victim and criminal are Rucesion citizens. In cases where Mileth Law has no jurisdiction in neutral territories, Rucesion guards should be informed and the Mileth guard should wait and serve as witness. 6) Guard Meetings The purpose of the guard meetings is to apprise guards of changes to law, to discuss existing laws and their application, and to discuss specific criminals and their activities or those of families of fragiles who are active.    Schedules of duty may also be arranged by Guard Captains if they choose. Guard meetings are held every double-moon    ((Mondays, 6:00pm PST)) in the courthouse. Attendance is mandatory to guards and guard captains.    The meetings will be presided over by a Guard Captain or a senior Guard.    The public and other officials are welcome to attend as long as they are not disruptive or the official running the meeting in question rules otherwise for that meeting. If a guard cannot attend, they must provide reason in advance, or show cause after, or they may be removed as described below.    The proper form is to send mail to all (other) captains, or in the case of a single captain who must be absent, to the senior guards.
