I am ordering a major demerit for Judge Nitel. 

In addition to burning the post to pardon Lirilim on the Judgments Board 
(Post #69).

The reasoning for this is due to ordering a pardon for an exile that is not 
pending or currently ordered. This is interference with an on-going review 
on this case where the outcome has not even been decided as to whether they 
would or wouldn't remove the punishment. 

This effectively decides the outcome ahead of time when it was not even 
necessary. So if the outcome stays the same or changes, this has 
contradicted the Judges involved and also confuses the offending aisling. 
This isn't good idea, and I would tell anyone to avoid this to spare 
confusion and unnecessary angry aislings.

I understand there was some discussion but, this is not appropriate ordering 
of operations during a review. This would effectively mean that we just 
order a pardon for anyone who wants a review? I don't think so.

While the High Sleephunting Case for Lirilim is under review, I order that 
Lirilim have their exile removed per Mileth Law: Judicial Act: Reviews, 
Reporting, Substitutions Section B.

Lirilim informed me by letter that he believes his banishment by Judge Reias 
for sleephunting is unjustified. Therefore, as per the Judicial Act, Section 
IV: Reviews, I am opening a review of his High Sleephunting case.

I will have Judge Basilica assist me with the review, as required by law 
when reviewing another judge's case.

Lirilim's argument is that Reias was not in uniform and therefore was not 
aware that Reias was a Mileth official.

Description of Crime:
I was hunting succubus hairs this morning when I found Lirilim walking 
around and attacking monsters and also dragging a lot of items behind them. 
Lirilim failed to respond to me even after many attempts to get their 
attention.

After a few minutes of try to chase him down and get him to respond, he did 
not. ((Part way through I remembered I had forgotten to put on my Judge 
Robes, my apologies.))

I will contact another judge for review and exile order.
