If we are discussing the intent behand the exam law; I think the bar exam is 
more focused on higher offices and expects you to haven taken a demagogue or 
guard captain exam prior to.

Presently, I'm of the mindset that one of the two afformentioned exams must 
have been completed before taking a bar exam to show knowledge of general 
day to day procedures.

Oddly enough, I dont actually believe that being a burgess prepares you for 
being in the same situations as a guard.  Understanding written law and law 
in theory vs practiced law and reviewing cases and evidence.  

I think this is really only an avenue for Judge to shift to legislation for 
demagogue verses a Burgess shifting to Guard.  The skill sets are completely 
different in the latter.
