Description: 

I witnessed Guard Paid use his power to banish Monkees from Mileth Hall. He 
has not taken a test, he has not reported his term on the Mileth Discourse 
board and had fled the lands before anyone could even ask them. Given the 
targetted behavior of banishing Monkees and so on, I have no doubt this one 
is illegal too. Paid first requested we sponsor him for Respected Citizen 
while he was actually running for Guard.

I expect to see the evidence which I'm sure there is none of in less than 
one moon from this post. If I see any more evidence of improper banishments, 
I will close this investigation and immediately issue Massive Abuse of Power 
and issue the orders myself.
