As I stated in the closing post for Ionui, we have a bit of an impasse. 

According to Mileth Law; CC:S&FII:

III. Sleephunting
The attempted improvement of skills and/or spells while unresponsive.
Penalty: Banishment

I believe this is sufficiently worded to support the punishment levels as dictated in JA:P (Section C) specifically for an exile (four moons).

But, I also believe because of the wording in JA:BLEII (Section 2):

2. Confirm Statute of Limitations
The Statute of Limitations for crimes is one moon. If a crime is not reported within one moon of it's alleged occurrence then judicial action is not permissible and the case must be dismissed.

This presents a pretty big discrepancy, In older Mileth Law it stated two moons for statute. I would have to double check to confirm if this was an issue in older wording as well as the difference in time and stacking punishments.

Due to this fact I cannot order an exile for Ionui in my limited capacity as a Guard Captain. I request a review by a Judge to make any determinations due to the lack of good wording for this specific situation.

I have reviewed the evidence provided by Dram, and found no significant issues.

The evidence is sufficient to prove guilt of sleephunting that occurred in both cases investigated in parallel. However, As I stated already, I would prefer cases be done subsequently, instead of concurrently.

However, There is a law interpretation issue for Ionui specifically. 

More on that later.

Description of Crime: 
Since the recent cases in EW i have been going out to wastelands, and today i found Ionui assialing a pet, i began the SOP for sleephunting. ((Which my obs was really slow as starting)) i witnessed him for some time without a answer in any fashion.
