III.) Mileth Lead Counsel

A. Appointment:
    It is the duty of the judiciary chamber ( all guard captains and judges in office ) to ensure there is one active lead counselor in position under Mileth. An applying citizen must meet the qualifications of counselor, then be nominated by a judge or guard captains (nominations to be posted on the judges' board). If the applicant recieves 2/3 vote in favor by one moon, and the position has not yet been filled, they assume position.

B. Duties:
- organizing and appointing counselors.
- updating a list of all active counselors.
 The list is to be upkept on the judges board and include statistics of each counselor ( number of cases presented ).
- supervising cases periodically.
- removing counselors if neccessary.
- It is the duty of the lead counselor to protect the rights of Mileth citizens, as well as being an offical of Mileth. The appointed lead counselor has the right to deem an exile greater than 40 days or capital punishment (sgathing) unjust only if it has been ordered without a proper trial. This deem is to be posted on the demagougery board inside the courthouse entailed with reason. The origional judgement order is to be suspended until a fair trial is held, and then is to be modified or continued based on verdict.

C. Removal:
    The lead counselor may be removed by a 2/3 vote of either the judiciary or demagougery chambers. It is the duty of the judiciary chamber to elect a new Mileth lead counselor immediately after removal.
