Revoking of seals should only be done if an aisling is shown to be abusing their seal or not following proper the Fair regulations or is not suppose to have a seal. (I.e. holding games in the merchants area) No official should ever revoke a seal for someone that does not have a seal to begin with, including when the fair is closed. This will be considered abuse of power and said official will be removed from office. When the fair is closed officials who are able to still enter it may use the fairs features (shops, mundanes etc) as they please. The normal rules for issuing seals would not apply as the fair is not going on. So a Demagogue could into the theatre with a seal if he pleased. It is a privilege of being in such an office. However there will be no toleration of abuse of revoking seals as said above.
