This law formalizes the sovereignty of Mileth and it's territories. No political township or sovereign institution may encroach on it's territories or the right to carry out lawful acts under Mileth Law. This law additionally defines obligations to other sovereign institutions, or citizens and visitors of Mileth.

1. Territories

All areas in Temuair and Medenia which are reachable by aislings fall into one of these categories.

A. Mileth Territory
Mileth Village and all areas within.
East Woodlands and all areas within.
Mileth Fair and all areas within.
Mileth Sgath Pit*

NOTE: The Sgath Pit, and Gigean's Dwelling, is considered shared sovereignty. The Commonwealth of Rucesion is invited implicitly to share sovereignty over these areas.

B. Sovereign Territory
A territory which can express laws and legislation is considered a Sovereign Territory. These territories may extend authority beyond the territories they control by way of participation via citizenship. Examples of these would be Mileth itself, as well as Rucesion and Hwarone.

C. Limited Territory
A territory which cannot express laws and legislation is considered a Limited Territory. These territories are limited in authority and reach; Typically restricted to their respective areas. Examples of these would be Coliseum Arena, Mileth College, Suomi and religious temples.

D. Neutral Territory
A territory which does not fall into any of the other expressed categories. Mail, whispers and worldshouts fall on neutral territory. Examples of Piet Village, Loures, Oren, etc.

2. Protection and Authority

Mileth has the sovereign right to protect and prosecute where law has been violated or conversely followed. Mileth Law may extend upon these concepts. 

A. Citizens of Mileth have the right to protection under Mileth Law regardless of territory.

B. Citizens or Visitors of Mileth are responsible for following Mileth Law while in Mileth territory. 

C. Visitors of Mileth have the right to protection from Citizens regardless of territory.

D. The Dojo is exempt only from charges involving Sleephunting; this is required via Mundane Mandate explicitly.

3. Punishment and Double Jeopardy

Mileth reserves the right to prosecute citizens, visitors, or officials who have violated Mileth law within territories controlled by Mileth or while holding citizenship in Mileth. 

Mileth will avoid punishing for crimes that occur elsewhere that were already handled by Sovereign Territories. 

In cases where citizens have become illegal under Mileth law, citizenship may be revoked. 

In cases where officials of Mileth have actions pending against them, removal is required in order to remove protections from actions; Mileth will carry out removals where sufficiently required, proven and necessary. 

Officials of Mileth should avoid disrupting ranger jail sentences being served by carrying out orders under Mileth.
