The law states that a Judge exam is valid to take office as a Burgess. 
The law also states that the Burgess exam is valid to take office as a Judge.
What the law doesn't state is that the Judge exam is valid for taking office 
as a demagogue.

How can it make sense to be able to give demagogue exams as a 
Guard/Captain/Judge because you have passed the "bar exam" but, you cannot 
take office as a demagogue? It does not state this test is different for 
either branch but, that it is shared.

This feels like an oversight to me so I'm declaring any Bar (Judge/Burgess) 
exam to be valid for taking office as demagogue.

This is also partially a concern that has been voiced by a few individuals 
who would not feel as comfortable declaring this as I do.
